handlebar connection

I've had a Ski Doo Rev XM for a while now, and I just realized that the stock handlebars have a ring terminal with a screw, which looks like a ground attachment or something.

Is this common on every ski doo? And what is it for?

It's to connect the handlebars,likely a safety thing to keep the warmers from shorting out
